Enchant skills bug?

Hi,
i try to enchant some buffs and i see that resist aqua dont have +1 power, only cost and time...
is normal or is a bug?

skillname-e.dat has description for resist aqua +power, so it's a bug, that you don't see that enchant route
but dont worry, till gracia epilogue this rout is not so cool, on +30 it gives only 40 water attr defence now (in epilogue will be 150)
