About Shield Reflect Skill

Go Track and Gi, i was checking skill at oly for a while and well , just wanna ask ya some things like, "skill is based on p attack of char"? cuz if i use a Vesper dagger i reflect more then using a S grade sword or pole (which gives me less p attack), and some times it reflects all skills in if i take off weapon i reflect like 10% of time = almost never.
