Dynamic Drop-Spoil system question

hi GM's
is that mean that if some farmer have 2-3 warehouses full of ews noone else on server will be able to spoil/drop another ews?
or i get it wrong?

rates go higher or lower(depending on situation on server), but never fall to imposible
