What level does newbie buffer stop giving buffs?

Hi, as the tittle says just wondering! I've searched but all it's come up with is lvl 52 but not 100% sure if this is correct

Best buffs ~20 lvl , end @ 38 lvl . This is normal. On servers like L2P were all newbie buffs from 1 to 61.
