check quests "nikola's cooperation" or smt like that. it's related to cruma npcs (should start with Lorain and end with Kusto, i dont remember well)

Its the only good adena quest , ihow come we dont got it? At dragon i tried, it exists

Is dragon a different chronicle? because the link that you posted to the quest the: http://l2wiki.com/Relic_Exploration has the GU interface like it would be from freya and above.
