QR shortens the recovery time on normal attacks by chance
Which means u get xx% chance that u will shoot 2 arrows in the time u need to shoot 1 arrow

I think BOP Overenchanted >> A grade bows

Dunno about soul bow + QR and Carnage + critical bleed. I think, that in the end, its almost the same DPS.
