you can always turn hero chat off.
hero dramachat is called like this for a reason, and it's always been like this since c4

also, what's the point of making 60 secs delay lol, if they want to spam (still, 20 secs delay as normal) let them do it. if someone is bothered by that chat, just turn it off.
