Is mostly a consequence of:
a) reward seems not interesting to most players (uknown why)
b) no one interested in going there (see point A)
c) no way to make points in a legit way (see point B)

maybe limit the event only on weekends or daily only between a specific time range could improve it.
Additional rewards seems ridiculous...

Problem is people are still chasing after basic equip stuff, since its not that fast(although easy) to equip urself. Maybe main CPs of clans already are equiped, but since they play from start they already have horn either on 1 or their retails or even 2nd retails already. While most people at this point are still finihsing nobless/1st subs and making S grades... Was 2 early for you to implement that. Same for BEWS.

I think ppl is scared of lose EXP but maybe they dont know you DONT lose EXP on GOE i also think the place suck with the water and the doors, the idea of the pvp zone and rewards are cool tho
