Vengeance Bugged ??

Hello, I'm newbie using Paladin, but as I know Vengeance is like UD, but when I use it nothing change.

It's not a bug, it's a feature

Firstly: as Abaddon mention, it works only with enemies around you (mobs or other players flagged, whatever)
Secondly: addittional effect of Vengance is agro, so it's something like UD+Aggression Aura in same time :d
