For some (who know how to use Google) this may be obvious and easy, but others may find this guide useful.
The good news is DragonNetwork's Hellbound works fine under Wine with some additional libraries installed.

0. Preparations

0.1. Make sure you have a suitable GPU (like nVidia 8500 or better) and proprietary drivers installed.

0.2. Download and extract the Hellbound installer and the DragonNetworkHB.exe launcher.

1. Wine installation

1.1. Install the PlayOnLinux application from your packages repository. Launch it.

1.2. From the main menu select Tools -> Manage Wine Versions

1.3. In the list on the left select the most recent version named 1.X.YY (I use 1.7.51). Click the > button to install it.

1.4. A new window will appear. Press Next. Wine binary will be automatically downloaded and extracted.

1.5. Once the process finishes, close the PlayOnLinux wine versions manager window.

2. Game installation

2.1. In the main window press the + Install button. A new window will appear.

2.2. Click on the Install a non-listed program link located in the bottom left corner.

2.3. A Manual installation window will show up. Click on Next.

2.4. Select Install a program in a new virtual drive (the default), press Next.

2.5. Enter a name for the new virtual drive, like 'L2HB', press Next. The virtual drive will be stored in your Home directory in '~/.PlayOnLinux/wineprefix/L2HB'.

2.6. In the next screen select Use another version of Wine and Install some libraries options, press Next.

2.7. From the list select the Wine version you have installed, ex. 1.7.51. Then press Next. Wine profile will be created.

2.8. In the next window select 4 additional components to install: POL_Install_corefonts, POL_Install_d3dx9, POL_Install_msxml3 and POL_Install_vcrun2005. Press Next.

2.9. Once the components are installed a new window will appear. Press the Browse button and select the setup.exe installer file. Press Next.

2.10. Install the game in the default directory ('C:\Program Files\Lineage II'). Game files will be installed to '~/.PlayOnLinux/wineprefix/L2HB/drive_c/Program Files/Lineage II'.

2.11. Once the game is installed, deselect Install Desktop Shortcut and Launch Lineage II options, but don't close this window yet!

2.12. Open a file manager and go to the '~/.PlayOnLinux/wineprefix/L2HB/drive_c/Program Files/Lineage II' directory. Copy the DragonNetworkHB.exe launcher file there.

2.13. Now Finish the game setup.

2.14. PlayOnLinux will now display a window for shortcut creation. Select the DragonNetworkHB.exe file and press Next to complete shortcut creation.

2.15. The next time shortcut creation window is shown, select not to create another, and press Next to finish the installation.

3. Launching the game

3.1. Use the DragonNetworkHB shortcut to start the Dragon Network game launcher.

3.2. If a small 'Out of memory' window appears, just ignore it and close it with the OK button.

3.3. When running the game for the first time remember to do a Full Check. Also check the launcher Settings window.

3.4. Press Start. The game will launch. AGP error window may appear, ignore it and close the window with the OK button.

3.5. When running the game for the first time you may not hear any sounds. Just check the volume and mute Audio/System in-game options.

3.6. Enjoy the game.

The game works with no issues at all.
I only experienced several very rare game crashes after extended gameplay time.
