Vengance - decrease Penalty

Hello,
I enchated "Vengance skill" on "decrease penalty" and skill doesn't work. It means when i use skill nothing happens, tatistic don't increase. I will add that I have used skills at mobs and pvp. i thinks its bugged. plz repair it or give me back my BoG

If u enchanted for decrease penelty thats mean your char can walk when is active

U dont umderstand?  he mean that alter enchat he now dont have that skill 0 efekt when he use

You know this skill prioritises effects?
1 phase# Aggro everything around you.
IF phase1 = succes:
     phase2# Immobilize and increase pdef/mdef
else return fail.

We did not fix anything since skill is working as it should.follow this steps:
