Yes, he does not let other players get the items, making some stop playing.

No, what I mean is that Lineage 2 is as it is, buffing Raid Bosses or Healing is not even forbidden on official NC Soft servers, so is PART OF THE GAME, this is not kid's game World of Warcraft, this is Lineage 2. People doesn't stop playing because of that, they reinforce themselves and kills who flag (yes because you get purple name) healing/buffing raid boss or PK them.

This has been discussed towsand of times at General section, you can go open again a post there, this section is only for reporting Bad Users for ban, for reporting people who breaks the rules, healing/buffing RB is not breaking any rule.
