Hello, I would like to know the way to enter Steel citadel in HB. Do I need to finish some quests before ? I read that you have to kill Steel Citadel Keymaster and he should drop key of the evil eye with 90 % chance. I did it 2 times and he didnt drop any key. Is the chance lower or am I missing something ? Thx for any help  :)
