Ember RB and Soul Crystal leveling

Hi.
Ember raid boss (lvl 80, end of FOG) was supposed to level up SC up to stage 13 for the whole party, wasn't it?
2 days ago, we managed to take one down, with full 9 man party, each of us had the quest for soul crystals underway, also we all had SC stage 10 in our inventory. If i recall correctly, monsters and RB's which level up crystals until a certain threshold, should also be able to level up lower crystals. But even in spite of that, none of ours got elevated to stage 11.

Also you are wrong on the state about SCs. For example Anakazel shouldn't level 10->11 and 11->12 and it should 12->13.

Have u ever had a nice 22+ streak sitting in dimension rift waiting for anakazel, so that it doesnt do sh1t in the end?
Then u will know what is 10% rate
Now this is 15 u say... Slightly higher than this anakazel. Dont expect it to be 100% pls.
U are already first, most geared, highest lvld... wtf else u want?
