Where is the npc to get the newbie rewards, the items said that you can change the tickets in miss queen, where is the cat?

It not there, maybd because xp is double for new players for 1 week. At 20 you got shadow wep, so not that helpful the newbie wep. But, you right, 3 weeks ago there were newbie weps. But again they are pretty ustless since you got shadow weps untilB grade
