Honestly, advising to buff up is pointless. Increase is increase, it should occur regardless of buffs.

Unless, of course, blows are unaffected by QA and Baium bonuses, in which case it would be nice to have GM confirmation.

In every l2server implementation I've seen so far, dagger blow criticals are also fixed 2x damage (see Blow.java), maybe Vicious Stance adds to this.
Every damage modified by small random value, one single test with minimal different damage is not representative.
Blow crit chance (as with other skills) influenced by STR (not DEX like some think).

But it would indeed be interesting what developers have to say to this.

Or go coliseum and test 20 times with and without ring and post results.

We didn't touched aq. Beside every change we made is because is sub stack server. If we did not touch you will see an unbalanced game play.
