I think we need to be concentrated how to bring new people here and how to make server attractive for them .I thing coliseum is best pvp zone just add to nps MP/HP/CP restore and 6 minutes bufs on coliseum nps .You can add there some Raid boss with nice drop ews/eas/bews/beas/gcm/bogs/atr stones/horn for subclass and this Raid boss can respawn on every 2 hours and people can fight for him.
  Dont forget to add subclass horn for lunargents or ancient adena .

I think its bad idea because we have tvt system. We can improve our TvT to ex: Capture Flag/PvP/Last Hero etc... where we can obtain some tvt coin for win. That coin shouldnt be tradable and for that coin we can buy some stuff in shop smt more than scroll buff mby bog/gcm/att/crystal stage. it depends about vaule coin for win. Every TvT should be at same hour every day witch allowed to have more parcitipate people. Registration to TvT should be randomly to avoid sides fight in event. Participate to event only by 1char to avoid dualbox and smt to kick afk ppl.

Every Epic was in combat zone if i m not mistaken , and HB doesnt need any combat zone , it just needs active people to be there at one time. Just open HB when majority of ppl counted as a competetive one will reach their A/S grades , and there will be daily combat zone.
L2 in terms of PvP doesnt need anything except active people. There is always smth to fight for, for example Giran stairs.
