u can also try with normal BOG

if exist mad ppl that try enchant weapon with NORMAL scroll, also exist ppl that try enchant skill with NORMAL bog

on DN enchant skils 14 to 15 is 52% on lvl 85(2 clas) and 3 clas 2 -3 42% (btw reus skils from gracia but why no enchat??) and when you make full HB
