On what lvl can we take quest for golkys?

you mean like they cannot approach, and therefore help with killing the golkonda, or they get teleported away when golky is about to die?
and what about people who already have horn but didnt use it?
and what about people who already have stack sub on main, but want to get horn on retail sub?

Subbed players can not approach quest golkonda , they will be teleported to town.

Normal sub-class quest is needed? (Top b weapon, hit baium etc.)

That's what you need for the "retail-subclass", to do the "dnet-subclass" (merge of 2 class) you don't need any quest.

U only need minimum lvl of 78 and 3rd class
Then u go kill Golkonda pick up horn and go to NPC (probably in Aden) and chose your stack-sub..
If u already have sub u cant go to quest Golkondas because u will be teleported back to town when u approach them, in order to sub your retail class u will need to go on quest Golkonda on your retail (unsubed) class

For example if everybody is subbed, thereforce noone can help to kill golky for the last unsubbed pp in the clan? He needs to heal golky to death for horn, or what?

Make party with other ppls that want to get horn. On old dragon x15 there was usually 30-40 ppl when q golky has started respawn time

You don't need to take any quest but npc is called Astral and can be found in Ivory Tower at human floor and in Hardins Academy.
