problem with l2 after patch

i have windows 8
everything was running fine
since last loader update

i keep getting this everytime i want to run the loader
socket error # 10013
access denied

yes i deleted system folder
when i open the loader it doesnt even allow me doing nothing just pop up that msg about socket error
i press full check nothing happens only l2.ini apeared in folder but thats all

Yep, I'm quite sure error 10013 means the luncher is not able to connect to the internet

Yes, that error is just a timeout on connection so means there is some issues on your network path...

Btw. What CPU is not LOW ? L2 is an old game and it's something wrong when i enter giran and i have 7 fps at Core i3 3,3 GHz and GTX275 GPU...

Wrong. I have 4GB but its enough, 1 copy of L2 using 500MB of RAM..
Im playing at full details but in Giran or at TOI Golky i really need to press crtl+p to make the lowest details because i have 5-10 fps.

You have no idea how much unoptimized is IL client...
If the guys at DICE (Battlefield3/4) would see the code of IL they would scream badly.
