C2/C3 been the best period in L2, C4 was ok but anything that came after that, it went downhill.

i would agree, but if i have to consider time needed for end-game and possibilities game gives you, i think i would rather say hb > earlier chronicles.
On dragon with substack with *exp ratios, excluding leveling there is no hard part in getting any stuff possible on IL for example. On HB you have attributes, dynasty sets (annoying quests, no spoils for that so long farm), more competetive farming spots - more pvp there. On IL you need one week now to compete with old players.
