Deflect arrow was good as it was (no drawbacks), and the same applies to other nerfs. All of these are totally useless, except the "non stacking mastery" nerf.
Of course where balancing is really needed, there no any changes, and the reason is always "it's like this on retail".

2nd Tier: pw/sws , de/wc, ee/sws
3rd Tier: everything else (some classes from 3rd tier can advance to tier 2 or 1 after obtaining certain augus)
