It is influenced... but you can still heal like 1-1,5k with 100 m.atk, so atleast its still usefull. But it is significantly lower then with high m.atk.

yeah, almost not influed, since when you go from AM+a+0 to ic +A+4, you ll regen 9 hp more on ~1400

Vampiric don't work to well on archers

It doesn't work well at players at all, since it is draining really low % of damage back to your HP, so unless you crit it into Gloomed and Vortexed enemy it is pretty much useless. BUT - you can always use it on nearby mobs, on who you drain enough to be at full HP
